The Caribbean’s effort to build a shared approach to artificial intelligence is entering a more consequential phase, as regional institutions move from broad discussion toward coordinated policy and implementation.
A UNESCO-supported Caribbean AI Roadmap has gained regional backing through the Council for Trade and Economic Development responsible for information and communications technology. The endorsement signals that Caribbean governments increasingly recognize artificial intelligence as a regional development issue rather than a technology trend that each small state can manage alone.
A Framework Built for Caribbean Realities
The roadmap draws on the UNESCO Recommendation on the Ethics of Artificial Intelligence and consultations involving more than 1,000 stakeholders across the English- and Dutch-speaking Caribbean. Its focus includes responsible governance, institutional capacity, workforce preparation, regional cooperation and the practical use of AI for public benefit.
That regional perspective is essential. Caribbean countries share many challenges: small populations, limited technical capacity, dependence on imported digital services, vulnerability to climate events and a need to modernize public services without surrendering control of sensitive data.
A coordinated framework could help governments avoid duplicating expensive work. It could also support common standards for procurement, data protection, education, transparency and the responsible deployment of automated systems.
Opportunity Beyond Consumption
For years, Caribbean users have largely consumed technology designed elsewhere. Artificial intelligence creates an opportunity to change that pattern, but only if the region develops its own expertise, datasets, infrastructure and applications.
Potential uses extend across nearly every sector. AI can help tourism businesses personalize visitor services, assist farmers with weather and crop decisions, improve the detection of financial fraud, support disaster planning and make government services easier to access. Health systems may use carefully governed tools to improve administration and screening, while educators can develop new approaches to teaching and assessment.
The opportunity is not simply to purchase foreign software. It is to create Caribbean solutions shaped by regional languages, cultures, laws and economic priorities.
Guardrails Must Grow With Adoption
The same tools also carry risks. Poor-quality data can produce unfair outcomes. Automated decisions can obscure accountability. Foreign platforms may collect valuable regional information without creating local economic value. Schools and workplaces must also respond to changes in how people learn, create and perform routine tasks.
The roadmap’s ethical foundation therefore matters. Caribbean adoption will require clear human oversight, transparency, cybersecurity, privacy protection and accessible ways for citizens to challenge automated decisions.
Skills Will Determine the Outcome
The greatest dividing line may not be between countries that use AI and those that do not. It may be between countries that build the skills to direct AI and those that remain dependent on systems they do not fully understand.
Governments, universities, businesses and civil society will need to work together on digital literacy, advanced technical training and public education. Small businesses must also be included so that productivity gains do not remain concentrated among large organizations.
Regional backing gives the Caribbean a valuable starting point. The next stage will require funded national plans, measurable projects and continued public accountability. If the roadmap becomes a working programme rather than a policy document, the Caribbean can shape artificial intelligence around its own development goals instead of merely adapting to decisions made elsewhere.
